Cebu Businesses Encouraged to Strengthen Workforce Readiness for Severe Weather

Severe weather can unsettle business operations well beyond the immediate impact of a storm, affecting employee attendance, shift schedules, and weekly working hours. As Philippine businesses prepare for continued weather contingencies, AscentHR is encouraging employers, including those operating across regional locations, to build workforce resilience into their business continuity plans.

Philippine Statistics Authority (PSA) data show that average weekly hours worked fell from 40.6 hours in July to 39.2 hours in August 2026. The agency identified bad weather as a key reason employed Filipinos worked fewer hours. When schedules are interrupted, employees may see changes in take-home pay, while employers must keep time records, overtime calculations, and statutory reports accurate.

The labor market remains under pressure, with underemployment at 11.9% in August, equivalent to approximately 5.9 million employed Filipinos seeking more hours or a secondary income source. Businesses operating across different cities and sites may need to coordinate staffing and payroll while responding to local conditions. The International Labour Organization has noted that heat stress and extreme weather contribute to substantial working-hour losses in tropical climate zones.

Subramanyam Sreenivasaiah, Founder and CEO of AscentHR, said business continuity should include the systems used to manage people and pay. “Operational resilience isn’t just about disaster recovery, but it’s about having payroll and workforce technology agile enough to accommodate weather disruptions and seasonal hours without administrative drag,” he said. Automated shift tracking, flexible variable-pay tools, and real-time compliance safeguards can help employers adjust without compromising pay accuracy.

With fourth-quarter seasonal hiring approaching, AscentHR recommends examining whether HR systems can accommodate variable hours, meet localized compliance requirements, and provide timely data to decision-makers. Its workforce solutions include PowerPay and StoHRM, with automation, cloud analytics, and localized compliance features.
